Help with Fluval Evo 13.5 build

I have a 20 gallon reef that isn't doing so well. The inhabitants seem depressed and algae covers everything. With no sump and only a hang on filter, there is basically no filtration. I want to move my 20 gallon into a fluval Evo 13.5. what's the best way I can set up my reef for success this time?
 
Well...what problems are there besides algae ? What type is it ?
We can fix the problem so your 20 can look great.
 
You seem to be giving up and moving in the wrong direction. Try to fix the 20. If you can’t , go BIGGER not smaller. The smaller the tank, the more rapidly things can get out of control
 
I've got the same tank but I'm going to make it my Frag tank and purchased a used Sea Clear 30 gal that I'm going to transfer my livestock into. Don't rely on the stock filter and pump. I added an In Tank filter rack in chamber one - chaeto in chamber 2 with a small ebay led/usb grow light. Upgraded pump to a Eheim Compacton 1000 and Vivid random flow nozzle. Chemi Pure Elite and Purigen & Floss. Works great and I'm an overfeeding fool!
