Looking for some advice with my Frgospawn. It was doing ok for the first month or so. It never seems to come out but does not seem to dying. Just stays small and never seems to come out.

I have done some research that might suggest too much PAR.

Tank parameters.

36g corner tank

AI Blade at full power RY=103% B=111% CW=82%
Temp 78 F
PH 8.3
Ammonia 0
Nitrate 0
Nitrates 0 according to my API test kit. Will get another more accurate test kit soon.
Phosphate 0.074 (Hanna ULR)
Alkalinity 9.6 (Hanna)
Calcium 420 (Red Sea)
Mag
Copper 0

It may very well be. Your parameters look good, but I don't like NO3 at zero. Also, your Mg was not included. Do you have an LFS that'll rent you a PAR meter? That would answer your question.......

my frogspawn grew from one polyp to the size of a volleyball under MH lights, I rarely believe in too much lighting.

It kind of looks like the frogspawn is downflow from that large toadstool, I'm thinking slow dose of toxins. Regardless I would move it from that spot and try somewhere else, I don't think its the tank, I think it just doesn't like where it is.

flow? that was my problem
That could be a possibility. I will relocate the coral to a lower(less PAR)/less flow location. I only have one power head on the tank but it is a powerful little guy, I set all the way down but it still has a lot of flow.

try to move it to someplace that seems so stupid, but keep it above 3 inches under the water, thats what I did, moved it to the most dumb and stupid place that I could think of, and it worked!!!
