Help with id please

I have a refugium that I have blacked out with a black lid to stop light escape creating problems with algae in my sump. The Chaeto doesn’t seem to be growing much not like I hear about other people’s but I am getting a lot of the stringy brown stuff with bubbles on it and a scum that floats on the surface.

My first guess is Dino’s but because your nitrate and phosphate are in range that doesn’t make a whole lotta sense. In my experience Dino’s come from ultra low nutrient tanks and cyano from high nutrient tanks. Either I’m wrong or your test kits off? Either way I think it’s a type of Dino.

Maybe flow? Do you keep pods in the fuge? It won’t remove the problem but it will help prevent it
