Here are some photos of colonial tunicates with similar body structure (and some with - from what I can tell - similar coloration) to help decide if it is a colonial tunicate:

I think I'll go with tunicate. Looks like a single left from a colony. I'm using a z fold so not the best camera for zooming. There's a few things I don't know what they are but can't get a solid pic.It's still quite blurry, but but maybe a colonial tunicate of some kind? (See the quote below for some examples to compare with.)
