Help with loud tank

Anyone around socal that can help me out with my overflow/sump. It is very noisy. It has 2 drains i believe. I am really bad with plumbing and would like some help.
 
With 2 drains, its a matter of adjusting a valve and having the pipes burried under water so theres no splashing. If you can post a pic of the setup, you might be able to fix it yourself.

After checking i only feel water coming out of one drain im guessing the other one is an emergency drain?

Your main drain needs a gate valve on it so you can tune it. You want water to trickle down the emergency, then the main drain becomes silent.
 
Personally I would completely clean the weir section including the weir comb, than deal with the issue noise by adjusting the ball valve you have and I personally do not have any water going down my emergency drain the water just sits below it.
