Help with Powder Blue Tang

Hi, I’m new here!
Hoping to get some advise.
I have a new Blue Powder Tang, a few days ago he started to have a few white dots (like salt), now he is covered with them. I think it is Velvet what do you think?
I have attached a few photos.
Strangely in the morning he is always free of them, except for a few in his head. I have included a morning photo too.
His stomach’s fin has brown patches, not sure if it is from the Nori or part of his condition. Any help on this would be highly appreciated. :)

That looks like ich. Can you quarantine all your fish?
