Help With Red Bubble Algae

I've tried everything to get rid of this algae, been battling it for months. I'm looking for any new ideas!!! So far i've:
added refugium
added powerhead
more frequent water changes
using red sea pro salt pre made from lps
top off with r/o from lps
added protein skimmer
phos guard added
countless hours of manually removing.

Can you remove the rock? If so, pick it off, rinse and replace.
