Help with tunze 9012 skimmer please

Hi, we got a tunze 9012 protein skimmer today and turned it on, the collection cup overflowed with foam and started filling with water within minutes. I can't find any information about it. Has anyone had a similar problem? Otherwise I'll have to email tunze directly.

Have you turned down the airflow regulator?
Raised the unit higher in the tank?

The water level is lined up with the line on the back of the unit and about halfway up the grill, where it should be i think? And we've tried slowly turning the regulator but it either speeds up the water filling the cup or slows it down but doesn't stop it. The instructions said it'd take a few hours to start filling so this seems strange
