hate to say but this fish is extremely weak, extremely skinny and moribund and it is Rare I see they recover from this state. I can encourage to add an air stone but there is no additive or medication I can recommend to perk it up.
You might have more success with frozen food, with a little garlic if you can. Feed from a pipette, close to his mouth. Try often, every hour if you have to.Yeah I moved him over to my QT. I put some seaweed extreme in there. Maybe I'll throw in some seaweed strips as well.

He’s too weak to eat on his own.
I got him from biota about 1.5 years ago.How long have you had this fish?
I usually try not to be judgmental and I apologize if I am doing so now but if you have had this fish for 1.5 years you may want to feed more or spend more time watching when you do feed to make sure everyone is getting their share. If it doesn't have parasites or another issue causing it to be so thin the poor thing looks like it has been starved.I got him from biota about 1.5 years ago.
Totally my fault. My problem is that all my other fish is growing too much so I never noticed this one getting skinny. I actually thought I was overfeeding. Sometimes one fish can be bullied or not fast enough to get food etc and intervention on your part may be required. It may not have even starved, there could be some other underlying issues that aren't obvious causing it to be so thin. I like to sit and watch when I feed but I'm retired so I have more time than many others do.Totally my fault.
