help!

So my guy has been in QT for four weeks. Two treatments of Prazi and four weeks in copper power at 2.15-2.2 (hanna checker). As you can see he is fine on one side but has something going on with his fin on the other and he has three dots. I dipped - not flukes. He has had these dots and fin issue for three weeks. I was hoping the copper would solve it. It has not. I have medicated food also with the the triple threat. He eats like a CHAMP! No abnormal behavior.

Any help would be appreciated!
