It is definitely algae which is totally fine, nothing to worry about. A few things can make algae grow out of control so it becomes an annoying chore or overgrows your tank: having the lights on too long, overfeeding your tank, insufficient water flow, too many dissolved solids in the water that you are using and too many phosphates. What kind of water are you using?

Sounds like you have all your bases covered. The one thing you can try is a phosphate sponge, I almost always keep one in my tank. There is always a sad stage in a new tank when the perfectly white rocks start becoming more natural-looking, the only thing I can recommend for that is seeing if you can get a little rock or a coral plug with a little corraline algae on it, it is a calcium based algae that will grow over your rocks like a shell turning them purple.
