I know this is a saltwater forum, but I want to know can I use my old life rocks ( 3yrs ) just been sitting in my garage, can I use them in a freshwater tank

Yes, I would clean them and let them sit in some water for a week and test it for phosphate.

Welcome! I agree with @Flippers4pups. I've got some old (used to be) live rock lying around and have thought about doing the same thing.
