Anybody knows what this is and how to get rid of it? It has been spreading through the rocks and starting to get it on the plugs

Is it easily blown off the rock with say a turkey baster? If so how quickly does it come back. Is it on the sand at all? Are you dosing anything(vodka, NoPox, vinegar). How old is the tank? A full tank shot might help some.
