I got these clownfish 1 week ago I put them in a 20 gallon quarantine with 2.25 ppm of copper power (max safe dose is 2.50 ppm) I noticed one clown had a single spot of ich on the gill which was extremely tiny but it had now grown a lot it also now has a white spot on its tail which it developed in the copper quarantine tank I also noticed a brown spot below his fin. I have another clown in there with no signs of anything both fish are eating just fine and the one clown with the spots stays in a corner by himself . Is this ich? Could it be brook?(don’t see any white film) how could ich spread and grow in copper?

First thing I'd consider doing is a freshwater dip to check for flukes. Copper will suppress them a bit, but doesn't eliminate them. And they may be the cause of the spots/discoloration. So this will either confirm or eliminate them from the possibilities.
What does grow in copper are lymphocystis and bacterial infections.

I think it could be this because it seems to be growing rapidly does this spread? I’ve noticed my other fish has a small spot on it as well what do you recommend for treatment
 
All three of the possibilities I listed can spread. It's a process of elimination at this point. Doing the FW dip will either confirm or eliminate flukes. The concern is that the flukes can cause a bacterial infection from their feeding upon the fish.
