Why is my neon dotty back attacking my cleaner shrimp, and how do i fix this???

Well, pretty simple: remove one of them. Well, I guess another option is to get a bigger tank, but as far as the immediate fix, they need to be separated.
In the future, a little bit of homework can help prevent a headache!

How big of a tank? Probably cannot fix. Either let it run its course or remove one of them. In the future introducing new inhabitants at night (while lights are off) can help curb aggression.

Dottybacks are notoriously aggressive fish. I would remove it if you intend on adding more inhabitants. If a dottyback is a must add it to your tank last.

Honestly, this hobby is about making sacrifices sometimes. You have to decide what you want more, since many times, things can't co-habitat.

Either remove one or wait for things to play out. There is a chance the fish will quit eventually. Either that or it will kill the shrimp.
