Can someone ID this type of algae or plant?? On my weekly water changes I keep taking out what I can and after a week it keep growing.. what can I do to eliminate this

It looks like you've got some stellar Caulerpa prolifera! It's a big nutrient hog, so it's probably eating up a lot of the waste in the water. Just keep plucking it out during water changes, and it'll be a manageable problem.

How big is your tank?
 
Well that takes out a lot of the tangs I was going to recommend. I'm not aware of any thing that small that will take out Caulerpa, but you could probably do the following:
  • Continue to remove as much macroalgae as possible when doing water changes to manage the population.
  • Add more algae eating CUC, which will hopefully eat any new growth, or at least limit new growth.
  • Increase water changes, or otherwise limit available nutrients.

caulerpa ...i believe is illegal to even possess/sell it in some beach bound States bc its know to strangle coastlines. Its been know to grow 1in a day in the wild.

I mean....20g tank, how much LR can there be?
 
That mostly applies to Caulerpa taxifolia and the related "feathery" Caulerpas though...Caulerpa prolifera is typically more manageable than that...

Oh, you could also try using Vibrant and other pest algae removal strategies as well. At the end of the day algae is algae.
