I'm fighting with green algae in my tank. I have 3 turbo snails in that clean but there are spots they cant get to and the hair algae goes wild. Any suggestions? Ive heard mixed opinions in google searches about Lawnmower Blennies.

Not many good options. Honestly, I wouldn't waste space in a 38 gallon on a fish just to eat hair algae. Reduce nutrients/lighting and let it pass on it's own.

I got a small skinny LMB for my 32 gallon cube. He started chowing down immediately. Only saw a little aggression out of him towards the Yellow Watchman Goby after adding a pair of clowns. Stuff rolls down hill I guess. He was literally 1 3/4 " long when I got him.

Yeah, lawnmower blenny, not only usually a very good grazer but lots of personality.
Any tank I've had that was too small for tangs I've always had a LMB

If you've got a lot of algae I dont think any fish appropriate to the tank size will help much tbh. Lawnmowers are great fish to have anyway but you could go for the smaller twospot blenny as another option.
I would up your cuc as my suggestion. The smaller urchins can work well, tuxedo urchin are great, as are turbo snails. The key to success is to remove as much algae as possible because it's harder for them to eat long strands of algae but shorter lengths are easier.
