high Copper CU problem

Friends, I had a fixture which caused CU and Zinc spike to 59 and 149 mg/l last year. in my 65 g. I tried cuprisorb and carbon with huge water changes and it resulted in CU 36 ZN 49 mg/l after an year. I wanted to replace the substrate and rock, is this a good idea? To remove CU and ZN to 0.

You mean ug/l, not mg/l, right?

I had a bronze fitting installed on a chiller unknown to me by a repair company. It caused the copper in an octopus tank to spike to around 0.05 mg/l rendering it unusable for octopus. I tried water changes, carbon (over rated for copper removal) as well as chelating it with EDTA. I even acidified the water to try and leech the copper out of the coral gravel…nothing worked. I ended up tossing out all of the calcium based rocks and sand, acid washing the tank, and setting it back up again.
