Increase the biological filtration within your system is the simple answer

You can do this with Nopox (carbon dosing etc) and you can add things like Seachem Matrix, Marine Pure etc or a combination of various methods to get the tanks eco system working for you.
 
So besides a total water change how do you get rid of nitrates and when I say total water change I mean no more than 20%

What's your level?

Adding a refugium with macro algae, more rock, more water volume, upping frequency of water changes, reducing feed amounts, using a sulfur reactor......

As @SPR1968 stated, carbon dosing.
 
I like sulfur denitrators, 7-12 days starts reducing, when at 5ppm. I put away

They are highly under used in the hobby. I've not personally used one, but many reefers have had good results with them.
