High nitrates still after 70% water change

If you have Nitrates there's no reason to still be dosing Ammonia. All that will do is to create Nitrites, which then create more Nitrates.

So you reccomend. Stop dosing.. And wait for NO2 to drop

Yes, stop dosing everything, wait for it to finish cycle where Amonia and Nitrite are both 0, and then do another water change. With tank at 200ppm, 75% water change should bring you to 50ppm. I'd do a 90%, get it into 20ppm region and go from there.

Wish i had your problem lol i constantly have to dose nitrates and phosphates.

In this stage of your tank, patience is the name of the game. Give it time to cycle, and as stated above, try not to dose too much. Also, doing 75,80,90% water changes will not bring your nitrates down as much as @Reefer1978 said, because your rock and sand will have absorbed these molecules and will still be slowly releasing them back into your tank.

Nitrates DO NOT bind to rock/sand, but phosphates do.
