High No3 on macroalgae tank

Hi Guys,

Would like to get advices on this.
I been running my macroalgae tank for closed to a year, the only live stock i got inside is a chocolate chip sea star which been with me for more than half a year as well as some snails.
The tank is full with macroalgae and 2 stalk of mangrove. The tank rarely feed, only once a while fed some pellets to the sea star.
Water change once per 2 weeks, sometimes 3.
I never bother to do any test until today.

I know API test kit is not really that accurate, but is the only test kit i got.
I tested my no3 it was on 80ppm, while po4 is 0.25ppm.

Any idea how come no3 been so high? what's the best approach for me to reduce the no3 now, could it goes away with weekly water change?
 
How much if a water change do ou do . Mangroves don't do much all all for Nutrient Uptake
Yeap, i realised that.
Just placing as much information as possible.

Usually i do about 30% - 40% of water change.
 
Nitrate can read falsely high if there is any nitrite present
