As what I know, uln could cause dinos, but my system is running at 3-4 NO3 (redsea), 0.04-0.07(Hanna UlR, Hanna LR- both indicate 19ppb or 0.04). Still having problem with dinos, also I have alot of sps in tank, PO4 level seems to be a bit high, am I correct?
Running GFO, should I increase the amount of GFO

With dinos it's usually best to shoot for 10N and .1 for P. So your nutrients are not high enough if going that route. At .04 you are within or super close to the margin of error so you could be at 0.

hanna ULR reading 19...if you look at the error range of hanna then it could be : 0.04 to 0.076...not thaat close to 0.
Reading below 5 ppb will have according the error range 0 or max 0.031

I wouldn’t increase the GFO. Higher nutrients themselves are almost certainly not what impacts dinos, but more likely competition by something that likes higher nutrients. With that as the mechanism, other actions go along with it, like no water changes. In any case, higher nutrients alone is not always a complete solution.
