So my nitrate is 0.4 and phosphate is 0.9 how do I get phosphate down without nitrate?

As Spare time says, but I would use a bit more then a pinch. You could also use Lanthanum ( if so, be sure to read posts how to use it).
Other method would be to feed frozen food, not dry one, but rinse it before.

Should I just run the frozen cube under water?

If you want nitrate higher and phosphate lower, you will have to feed more or dose an N-containing compound (amino acids, ammonia, or nitrate) to boost nitrate, and use some strong method to export phosphate. Water changes are not the ticket. Even 100% change won't work well enough. GFO and lanthanum will work, as might a balanced export method (such as macroalgae) with even more N added.

I’m going to start heaving feeding and running small amount of gfo
