High phosphates low nitrates

Hey guys I have a fairly new tank, about 4 months its 75 gallons currently has 2 clowns, coral beauty, flame hawk fish, small yellow tang, small Kole tang, 2 purple dart fish, 2 yellow wrasses, starry blenny, and possibly a royal gramma but haven’t seen her in 2 weeks or so, I’m struggling with high phosphates and low nitrates. It’s been this way since the tank started phosphate are consistently over 0.5 inches green 0.8-0.9 nitrates range 1-3ppm. Mag is 1400, calc is 480. Everything mostly looks happy.

Any ideas? I have a refugium and a skimmer have planted with both to not a lot of effect.

Played with both the skimmer and refugium not planted…lol
