Almost seems to be a form of tuberculosis which is common on marine fish This disease often manifests in the form of fin erosion, ulceration on the body, loss of appetite, and reddening of the skin. If diagnosed early, this disease can sometimes be treated with anti-bacterial medications but be careful treating as your biological bacteria may be affected.
Maracyn 2 or ruby rally pro sling with good water quality along with healthy diet should fix this fish

Most likely a bacterial infection. Are they spreading, growing in number? Are they on both sides of the fish? I've seen this become a major issue on some tangs, not sure why.
