Is there any way you can increase surface agitation and/or throw a fan on there in case it is an O2 problem? Are you seeing a bacterial bloom, how's the water look? High ammonia can cause fish to do that as well. I believe it's because their gills are being burned/inflamed and they have trouble breathing.
Wow, that is a lot of fish!No skimmer yet. since the green algae is growing so well, I didn’t want to skim until there was more load. Right now we have 16 fish and a variety of CUC.

These numbers also have me worried. I'm guessing your tank was not ready for all these fish. You shouldn't have any nitrite in your system. I would consider the ammonia reading to possibly be false, but the nitrite indicates the tank isn't processing waste fast enough.Am at .25, Ni at .5,

I'm guessing it is oxygen deprevation. This is your inwall with very limited ventilation, right? I would get an air stone running in your DT ASAP if it is.
Possibly, but your Hippo tang is likely one of the larger and more active fish which means it will have the highest O2 demands.Wouldn’t the other fish show some signs of that also? I’ll put a stone in when I get home.
