Hitchhiker ID

Any ideas? This is my first hitchhiker (that I've noticed).

The white outer portion recedes back into the frag ~50% of the time. Once it's out, there are translucent feelers in spiral/loop shape that reach then retract occasionally.

I have some video I can add if needed.

It's a barnacle. Yours is very interesting. You can see more of it than you usually can... parts that are usually hidden in the rock. Nice!
