HOB Skimmer creating bubbles in tank

Hey guys, I have recently acquired from a friend a JNS VS 1 skimmer for a 35 gallon tank. The bubble column is completely covered in bubbles and seems to be pushing way too much air anto the tank, which is then creating a lot of bubbles into the tank. I have tried using a valve for the air line, but it seems really inefficient, being very difficult to find the sweet spot between "completely open" and "off". Can you guys recommend me a better valve? Thanks!
