In my opinion this is not bad what so ever. Ok yeah we all get a tang should not be in a 10 gallon tank. But why would a store have 6 125 gallons if they could have 30 10 gallons. This is done with many other animals besides fish in pet stores. Because as every business owner they want to make a profit not loose money. If you had a ton of 10-20 gallon tanks you can have way more fish which means way more profit. As others said this is temporary it'd be one thing if they put 2-3 full grown tangs in that tank. Also most of us QT our new fish. Let's say we wanted to add a tang to are DT we'd QT it first right? And our DT is 180 gallons. Are we going to set up another 100+ gallon tank to provide 6 feet of swimming space for the fish? No. Very similar... the average QT is 30-50 gallons. None of those gallon tanks are 6 feet, meaning yes the fish is a bit crammed but it's temporary... plus it makes it easier for us to observe a fish in a smaller tank than a huge tank. Same thing for the LFS if they have a fish in a smaller tank people can observe it better, make sure it's eating and other various things. It'd be one thing if this tank was going to be its permanent home... just my two cents
