Anything wrong with running a electronic ballast from a grow light setup that will run either MH or HPS bulbs, as long as they are the same wattage? They are half the price of aquarium sold ballasts, just wondering if they mark them up because of the hobby and if horticultural ballast are just as good?

Not if the output is correct for the bulbs you want to run. Different bulbs have slightly different requirements to run at optimum.

Back around 2000 I ran a Diamond Horticultural SV 400W ballast over a grow-out trough. I had no issues. The reason I ran that setup was actually because the reflector was so superior to anything available for a reef tank at the time (though it was ugly as heck). I see no reason why you couldn't still run that kind of setup today.

I just realized I have MH reflector single ended bulb holder for 250 or 400watt bulbs, cord and 2 bulbs, that you can have for the cost of shipping.
