How does the cloud and storm setting work on radions?

Assuming I run my lights from 1 pm to 6 pm and I set a cloud setting in that time frame to 30% does that mean that my overall brightness is lowered from 80% to 50% or that in that time frame there's a 30% chance my light will have some shadowing?

If i remember correctly it is a 30% chance of a storm happening during that time frame.
 
If you don't have a lid i would avoid using those settings. Its just a gimmick and isint adding anything for the health of the inhabitants. Ive tossed the storm on before and immediately spooked fish right out of the tank.
