Ok does anyone know how fast or slow it changes? Say you do a water change and it goes from 78 to 76 does it take a alf hour for the fish to drop to tat level or is it pretty instant ?

Well water conducts heat about 25 x faster then air. So probably pretty quick. But as long as it's still in a safe zone should be ok

Since fish are cold blooded there is no difference between water temp and the fishes body temp. So the answer would be instantly.

It would depend on the size of the fish and the amount of temperature change to determine the amount of time needed for the entire fish to change temperature. A few minutes would probably do it for most fish in home aquaria. Fish swim through thermoclines all the time in nature.
