How much flow is to much

So I have read some different post tying to decipher head pressure and flow. Noob here and have two clowns in the XL425. I have a Reef Octopus Varios 6 (might be a little overkill, but since you can throttle down thought it would be okay).

My question is, is there a thing as to much flow, head pressure, surface agitation. When I have the pressure up a little, the clowns typically stay in one corner of the tank. However, if I bring down to the lowest setting, they swim around more. Is that something to be concerned with or keep the surface agitation higher?

Attached two short clips of Higher (Setting 2/5) and Lower (Setting 1/5).

Should I keep lower or bump back up some?

My rule of thumb is if it blows your fish around, throttle down... let's bump and see what others say.
