How should I base my stocking

Should I base my stocking on my DT size (90G) or on total water volume (150G)? I really like a lot of fish. Is 15 or so smaller fish with 2 or 3 larger fish too many? Will have lots of swimming room with 45 gallon fuge
 
I would personally start with stocking for the DT and see where your parameters go from there,but that's just me.What are you thinking about for stocking?That will play a large part as well.

1 mandarin dragonet
1-2 aiptasia eating filefish
1 starry blenny
1 flametail blenny
1 Carpenters flasher wrasse
1 Hoeven's wrasse
1 mccosker's wrasse
1 Yellow tang
1 Hippo tang until it outgrows it
Trio of lyretail anthias
Tomini yang
 
Its ultimately up to you. I have done several tangs in a tank about that size and not had problems until they grew large, but I also didnt have that many smaller fish with them! I'd imagine there is someone here who could help further.
