how to apply/obtain CITES import permit?

I think one of the few reasons you can get a permit to legally import is because if it was totally illegal people would just do it anyway and more carelessly. Honestly most countries don't have a lot to gain from these types of imports but plenty of negatives can be involved in importing exotic animals
 
Going through WWC or the like is a good idea. They should know how to get the thing, and they'll already have permits in place.

I say forget the permit,give tbem the money to get you whst you want/need. I'm sure Vic can pull some strings.

Note that you may not need one to trade captive bred, but it's worth noting the costs involved- importing coral and fish is expensive (think multiple thousands per shipment)

Information is through the Fish and Wildlife Services. Likely you would need an actually appointment if you're serious about obtaining a permit. They keep these permits difficult for a reason. With most things through the Gov. it will be a long process. Most of the time with these permits you will need a legitimate organization to file under, not for personal use.
 
Funny that you nearly get arrested for bringing an apple for lunch when flying to the US and then ordinary citizens can apply for a cites permit. Lol
