How to clean an old tank?

What do I need to do to make this reef safe again?

It was my first reef tank ever back in 2009(?)
Had a goldfish in it (not very long) in my sons room a couple years ago, but it's been sitting in my shed since.

Do I just need to clean it with water and vinegar?

Wait for someone else to be 100% but I think your good and redy to start cycling some rock.
 
Is there a certain ratio of vinegar to water?

Or do I need something stronger like bleach? But would bleach harm the silicone?
 
If it was me I'd just fill it a quarter with water, throw in some vinegar 4-5 small caps... And rub the inside with my hand. Let it sit for 20 min and splash the water around again. Rinse it 2 times and let it dry for a day and your good to go. It was a FW tank right? It wasn't holding Windex or 409. I'm assuming your getting sand? Or I'd clean the rocks real good
 
Yes it was freshwater for a month or so.
I would be getting sand and probably new live rock.

Hey thanks for the help bud. I washed it with vinegar and water pretty good. Rinsed a couple times and let it air dry.

Ready to get it going again!
