How to correct this toad coral?

As you can see the mounting of this toad is a mess. At some point in the past the frag rock it was on fell over and the toad grew around it. Currently that frag rock is stuck to another one just to get the toad upright. I want to remove both frag rocks and either attach the toad to a new plug or attach it directly to rock. Would I be right in thinking I should cut the toad off where it is sticking above the flat section and then use a toothpick and rubber bands?

They do cut and heal fairly easily. Cut off at the very base, not center
 
When you say cut off at the base where do you mean exactly? Most of the stalk is attached and wrapped around the frag rock.
