Well I maid this for around $10 for my LEDs cause they hung all messed up.
It's maid from a black curtain pole with an extension. I pulled that out and had 2 poles! Cut some aluminium braces (3), screwed them together making the frame. Bought 3 stainless steel dog chains from the dollar store, easy to bend the links to put together.
The glass was just around. Not hard to do and it took longer to hang than make, lol
I don't see why you can't do the same for fluorescents
