So the plugs are encrusting, do I just tear it off, razor blade off, or cut the bottom of the frag plug and glue the doughnut on the rock.

What ever is easiest. :). It really depends on each frag and the way it is growing.

If you grab the frag plug with bone cutters, it should come right off of the rock that it is on. You can also just cut up the frag plug with the bone cutters.

Won't that just damage the coral since it's warped around it

I just cut bottom of frag plug off and the glue rest of frag plug to rock where you want it. Make sure you have plenty of room for it to grow onto the rock and so it’s not going to shade out everything under it.
