Kind of hard if they are on a rock but one method is a sharp wood chisel and razor blade. Use the chisel to scrape a thin layer of the rock under the Zoas and a razor blade to cut between them. Depending how much rock is removed you may also need frag cutters to cut the rock after cutting tissue with a razor blade.
Also when I say a chisel I don't mean with a hammer. Just use firm hand pressure and work the chisel back and forth under the area you want to frag.

I frag zoas and plays quite a bit. I don't have a saw so I just use side cuts. But that only works on small pieces of rock or on frag plugs/disks

Dremel with a diamond wheel works great.
