How to raise Anemones without adding rocks

So I am working on finalizing my propagation/frag tank.

I’d like to keep the anemones as close to the light as possible. But this tank will not have any rocks so I can easily move things around if needed and to also serve as a grow our tank for new frags.

I have thought through a few different ideas but I wanted to see if anyone had any ideas on how I can keep the nems close to the light, still give them flow, and give the clowns access to them. I’d prefer not to just use baskets as I want them to be able to move around if they want to, but stay near the light.

Tank is a 30L.
 
If they would stay put you could use upside down; mini glass bowls or glasses with a pedestal base.
 
I wouldn't keep fish in a frag tank. It's better to keep it for inverts for disease management.

You also don't usually want your anemones to be able to walk. They will destroy corals as they wander about. That's why people put them in baskets. I've used a plastic deli cup with some holes drilled inside and a plastic binder cup to attach it to the side of the tank. Simple, cheap, easy, effective.
