So I have a 40-gallon breeder and I want to put some mandarins and that eat pods apparently I have no sump refugium to grow them in like I've seen on videos do I just dump them into the 40-gallon breeder and then put in some phytoplankton for them to eat or does anyone else have a better idea on how to do this to keep them growing in my 40 gallon

Look up ‘pod hotel’. It might be a good option for your tank.

Essentially a small refuge box with holes to keep some algae in that pods can breed in.

Another option is to make a couple rubble rock piles where the pods can retreat and breed.

You could also add an external Refugium to the back of your tank CPR makes a great one:)

What substrate you have in the tank?
It's Carib seas black Hawaiian and some of their fine grade sand

So I can just add the pods and add phytoplankton and they should be all right as long as they have a safe place to retreat?
Yes and try not to use any fine filtration for a while until they get established, a few weeks or until you see enough of them to be satisfied that they have populated everywhere.
