How to use Buying/Selling forum safely?

Hello! Im probably using the wrong subforum as I usually do so I apologize in advance. Anyway, I read through the pinned selling/buying rules in the Buying fourm although I want to confirm something. When making a purchase, paypal is used most commenly, correct? How safe is it, am I putting myself at risk at all? And I was about buy something from someone but they had a newer account (mines new too but I feel like the buyer is more at risk) and was a little nervous because it mentioned in the pin to avoid those types of accounts so I canceled the transaction. Are new accounts always a redflag or are they more trustworthy than im thinking?

As a buyer, you are very protected using PayPal. The seller assumes much more risk during a transaction.

Seller always loses the case. In my opinion, if you are the seller meet up in person or make the deal outside of the forum. Its your item up until the point it leaves your house. Make sure you have and can’t lose the money for it
