increasing nitrates will help
i have the same lights but the pro version which is two lights
unfortunately i think the single regular orbit doesn’t put out a lot of par
on current website they actually post recommended settings

I have 4 bta's.
2 have attached at the very top of the waterline, grown 3x size and "bubble" nicely.
1 stays at the bottom. has grown some and never "bubbles".
1 has attached mid tank, and recessed from fist sided to the size of a quarter.
2 ocellaris clowns in the tank for over 2 years ignore all 4.
tank is 30" deep.
no rhyme or reason.

Captive bread clowns have no clue that a BTA is a safe host for them as they have never seen one before. Wild caught may normally host in a different type of anemone. It would not surprise me if a clown was raised in a grean BTA, it would be reluctant to go in a red BTA. Clowns in the wild often spend their whole life in or around one anemone. A friend took down his tank and gave me his clown that had never gone near his BTA in over a year. When first in my tank it did the same for a few days. But after watching my existing pair and them accepting it, it move in and has never left.
It is believed that clowns have to develop an immunity to the sting of anemones. If that is true they should not be forced into one, unless your willing to lose your clown.
One method some people have had good results with is to tape a photo of a clown in an anemone to the outside of their tank near the clown and anemone. I hope this helps.

mine are captive breed
took around a month for them to go in the anemone
in the beginning they got burns on them from the anemone
i did hold my iphone with videos of clowns in anemones
(don’t laugh)
it worked

Anemone is the host. Its up to it to allow clown to enter. In the meantime, If you can. . . Please post a pic or two of tank with lighting to see what you are describing. Moderate light is ok for an RBTA but too low can cause it to fold/shrivel a bit.
If its T5 bulbs, bulbs could be losing its UV . Zero nitrate tells me after 15 years of your tank running that either frequent maintenance is being done or possible false readings on test kit

My husband is very busy. We have a 30 gallon tank with some live rock, a clown fish, scooter blenny, coral banded shrimp, fire shrimp, rainbow bt anemone, and a healthy cleanup crew of snails and hermit crabs. it is an established tank and has been running for 15+ years. Our addition of the bta this August hasn’t thrivedabd our clown has never shown interest in it. We have the nitrates down to zero. I guess my questions is the lighting. We have a LED current loop. I have no idea what I should have this set for. my husband has been very busy and hasn’t quite had the time needed to take care of the ailing anemome. I Think the lighting might be the culprit .... any thoughts or ideas?

Unfortunately the current Orbit is not enough light. It doesn't produce enough par. I would suggest the upgrading the light.
