As Kammetal said the fans only kick in once the heatsink is at a certain temp and shuts off when it's cooled below the turn on point.
What do you need a pic of? I run 2 Hydra 26's.

Is it in store demo mode? Try resetting it hold the reset button on the back til it blinks
