Hydroid on my heater?

Yes.

Looks to be. Not sure on removal as I've never personally dealt with them

Being on my heater wonder if I can take the heater out and scrub them off

Remove the heater and submerge in peroxide for a little while then, scrub with a clean soft toothbrush

If they'e on the heater they came from somewhere...I would check the rest of the tank....
