Is this a hydroid? I've read everything from "harmless" to "PANIC AND KILL IT WITH FIRE!!!"

Here's a video (if it will upload in HD...) - you can see it pulsing in the water close to the top. So definitely a hydroid. There seems to be some debate over whether or not they are harmful. Thoughts?
