I believe this is a bacteria?

Just got back from a 3 month trip.. had a friends looking after the tank..and first thing I noticed, when looking at the tank is this white bacterial/algae . tested the tank and everything appears to be within tolerance.The tank is 2 1/2 years old

Now I’m not sure how to get rid of it? Will something eat it or do I have to take out the rock and scrape it off , or bleach it to kill this stuff
 
The rocks and sand look almost too clean for a 2+ year old aquarium. I mention this because clean surfaces can grow all sorts of things. My bet for the white hair is some sort of alga.
 
so kill the lights. Is there anything that would eat it?

And hear I was thinking my tank was a mess.. Lol
 
Is there any chance that’s some sort of hair algae dying off (like one might see if the lights were left off for some time)?

It is starting in the other picture.. and it appears to be white also
