I.D. Help and How To Remove

So this algae appeared in my tank about 3 weeks ago. I think it's black beard algae but I'm not 100% sure. I've tried removing the clumps of substrate with it on it but it just continues to return. I then tried the API Algaefix and that didn't help either. Any idea if this is black beard algae and if it is how do I get rid of it? Thanks everyone

I’m not sure about it being black beard algae. That may be more of a fresh water type of algae. Can you take a picture with white lights to better help to see what it looks like? But my “guess” is it may be red Cyanobarterial.
