What is this brown splotch ? Is it just starting to turn to lr what is this is it a bad algae ?
 
It doesn't look good( my opinion), you can get rid of it by using a gfo reactor or by getting something like this boyd Chemiclean Red Slime Cyano Bacteria Remover. It may also just be Dinoflagellates (with should go away with clean water).
 
So what do i do scrub it off ? Turn the lights of so it dies ? Theres no fish or coral ?
 
Try to get some snails to eat them, if not they should go away in time with good water quality.
 
I say Turbos and Nerite snails, I believe hermit crabs eat diatoms...
 
Just part of cycling/maturing tank. Watch your nutrients and add your cuc and they should take care of it. Don't be surprised when you see more, just try to keep it under control until your tank goes through it's natural cycle. I also hit algae growth with a toothbrush just before a water change.

As you go through the first year, you will cycle through a few different forms of algae. Careful feeding, good clean up crew, and frequent rock "powerwashing" (with a bulb baster) will help limit the outbreaks, but they will still happen. The ocean has a fair amount of algae in it too, but it has a much larger are to spread it over, so it isn't as in our faces...
